Pennsylvania licenses insurance producers with lines of authority including Life, Accident & Health, Property, Casualty, and Personal Lines. As of April 29, 2025, per Act 142 of 2024, Pennsylvania ELIMINATED the pre-licensing education (PLE) requirement. Candidates can now go directly to the state exam without completing any pre-licensing courses. Exams are administered by PSI Services.

The combined Property and Casualty exam has 150 total questions with a 2 hour 50 minute time limit. A 70% passing score is required. Exam may be taken at a physical PSI examination center or via remote online proctored exam. Insurance exam scores in Pennsylvania are valid for 12 months. Examination fee is valid for one year from the date of payment.

After obtaining your license, you must be appointed by at least one insurance company to sell their products. The carrier files the appointment with the Pennsylvania Insurance Department.

Pennsylvania participates in NIPR for non-resident producer licensing. Non-resident producers (except title agents) are exempt from Pennsylvania CE requirements. Non-resident application fee is $110 (double the resident fee).

Licensed resident producers must complete 24 hours of continuing education credits during each 2-year licensing cycle. This includes 3 hours of state-approved Ethics CE. Property/Casualty/Personal Lines producers must also complete 2 hours of Flood insurance CE. Non-resident producers (except title agents) are exempt from Pennsylvania CE requirements.
Regulatory Board
Unique to Pennsylvania: Pennsylvania stands out for completely eliminating pre-licensing education requirements in April 2025, making it one of the fastest pathways to getting licensed. Combined with relatively low fees, PA is among the most accessible states for new insurance producers. The state also exempts non-resident producers from CE requirements (except title agents). The recent addition of mandatory Ethics and Flood CE hours reflects new compliance priorities.
