Federal EPA certification is required for any applicator using restricted-use pesticides. State certification covers general-use pesticides.

Every employee of a business or agency performing pest control must register with the MDA. Newly hired employees who will apply pesticides must complete an MDA-approved training program within 30 days of employment and before registration. All certified pesticide applicators and registered employees are issued a photo ID card by MDA. A certified applicator may not maintain certification for more than one place of business at a time, and certificates cannot be transferred. Pest Control Consultant (Category 12) is a separate license type for those offering technical advice, inspection, or pest identification services. Non-residents operating in Maryland must appoint a Maryland resident as a process agent. Governing law: COMAR 15.05.01 (Maryland Pesticide Applicator's Law).
