Ohio does NOT license individual journeyman or master electricians at the state level. The OCILB (Ohio Construction Industry Licensing Board) only licenses commercial electrical CONTRACTORS. Individual electrician licensing (journeyman/master) is handled entirely by local municipalities. Major cities with local licensing include Columbus, Toledo, Cincinnati, Middletown, and Hamilton. As of 2025, proposed legislation for a 'residential-only certification' through OCILB has not yet been enacted.

Ohio is a hybrid regulatory state for electricians: the OCILB licenses commercial electrical contractors at the state level, but individual journeyman and master electricians are licensed only at the local/municipal level. Ohio skipped the 2020 NEC entirely, going directly from 2017 to 2023 NEC. The OCILB commercial contractor license requires both a trade exam and a business law exam. The OCILB has reciprocity with up to eight states (KY, LA, MS, NC, SC, TN, VA, WV) for the commercial contractor license, but no reciprocity exists for individual electrician licenses since those are local. Online CE hours are capped at half of the total requirement.
OHIO IS A LOCAL-LICENSING STATE FOR INDIVIDUAL ELECTRICIANS: Ohio does NOT license individual journeyman or master electricians at the state level. Only commercial electrical CONTRACTORS are state-licensed through OCILB (Ohio Construction Industry Licensing Board).
OCILB COMMERCIAL CONTRACTOR LICENSE: The state-level OCILB license is for commercial electrical contractors only. It requires 5 years of experience, a trade exam (100 questions, PSI, open-book, 70% passing), a business law exam (50 questions, 70% passing), 40 hours of pre-licensing education (effective September 2024), and $500,000 minimum general liability insurance.
OCILB CONTRACTOR EXAM DETAILS: Trade exam covers General Electrical Knowledge, Transformers & Equipment, Service Feeders & Branch Circuits, Raceways/Boxes/Panelboards, Conductors & Cables. Business law exam covers Business Organization, Licensing, Estimating/Bidding, Contract Management, Project Management, Insurance/Bonding, OSHA, Personnel, Financial Management, Tax/Lien Laws.
MAJOR CITIES WITH LOCAL LICENSING: Toledo (Division of Building Inspection), Columbus (Department of Building and Zoning Services — registration-based), Cincinnati (requires 8,000-hour apprenticeship), Middletown, Hamilton.
NEC VERSION: Ohio adopted the 2023 NEC (NFPA 70) effective March 1, 2024, skipping the 2020 NEC entirely (going directly from 2017 to 2023). Individual municipalities may enforce different versions.
OCILB RENEWAL: Annual ($60) or triennial ($180) options. CE requirement: 8 hours/year (annual) or 24 hours (3-year), with at least half in code content.
