Utah accepts licensed barbers from other U.S. states, territories, or districts by endorsement. Applicants must hold a current barber license in good standing from another jurisdiction.
Additional Requirements: Must submit verification of out-of-state license and pay applicable fees.
Confirmed: cosmetology/barbering licenses renew as cosmetology; individuals may self-identify as cosmetologist or barber; existing barber licensees may continue renewing as barbering; new barbering licenses not issued after Jan 1, 2026 except for those already enrolled in 1,000-hour school programs or registered for 1,250-hour apprenticeships before Jan 1, 2026.

Barbershops must be separately licensed through DOPL and must meet health and safety standards.
Utah is undergoing a major transition in barber licensing. Effective January 1, 2026, Senate Bill 330 merges barbering under the cosmetology license. New standalone barber licenses will no longer be issued (with limited exceptions), and existing cosmetology/barbering licenses will renew as cosmetology licenses. This makes Utah one of the first states to fully merge these two traditionally separate professions. Utah also requires a 75% passing score on NIC exams, higher than the 70% standard used in most states.
SB 330 (eff. Jan 1, 2026) overhauled licensing — new barbering permit at 130 hours; standalone barber license absorbed into cosmetology. New standalone barber licenses no longer issued (limited exceptions).
Online-only applications required as of January 31, 2026.
