Real estate appraiser licensing follows a tiered path. Each level builds on the previous one with additional education and experience.
Scope: May appraise only those properties that the supervisory appraiser is permitted to appraise. Must work under direct supervision at all times.
Degree: No college degree required
Scope: Non-complex 1-4 unit residential properties with transaction value up to $1,000,000. Complex 1-4 unit residential properties up to $250,000. Non-residential properties with transaction value up to $250,000.
Degree: Associate degree or higher from an accredited institution, or equivalent as determined by AQB
Scope: All 1-4 unit residential properties regardless of value or complexity. Non-residential properties with transaction value up to $250,000.
Degree: Bachelor's degree or higher from an accredited institution
Scope: All types of real property regardless of value or complexity, including commercial, industrial, agricultural, and residential properties.
Complete required qualifying education (75-300 hours depending on tier)
Submit application to the New York Department of State, Division of Licensing Services with required fees
Complete fingerprinting and background check
Gain required experience hours under a certified supervisory appraiser
Pass the appropriate national Uniform Licensing & Certification Exam
Receive license and register on ASC National Registry

Fingerprinting and background check required as part of the application process. Conducted through the New York Division of Criminal Justice Services (DCJS) and the FBI.

1,000 hours of appraisal experience over a minimum of 24 months. NY exceeds the AQB minimum of 6 months. **PAREA accepted by NY** effective January 1, 2026 (per amended 19 NYCRR 1102, Public Notice DOS-41-25-00018-P): Licensed Residential PAREA certificate may satisfy up to 100% of required experience for Licensed Residential, up to 67% for Certified Residential, and up to 33% for Certified General (none toward required 1,500 non-residential hours).

28 hours of CE every 24-month license renewal period. Must include 7-Hour National USPAP Continuing Education Course (replacing USPAP Update Course effective 2026). Effective January 1, 2026 (per 19 NYCRR 1107.33 amendment), every licensed/certified appraiser must complete a course meeting the content requirements of the Valuation Bias and Fair Housing Laws and Regulations Outline every 2 calendar years (7 hours first completion, 4 hours every 2 years thereafter); this REPLACES the previous Fair Housing/Fair Lending requirement. If appraiser completed an 8-hour QE course (7+1 hour exam), they have met this requirement. Late renewal penalty: $200 if received more than 30 days after expiration. If renewed 185+ days after expiration, additional 14 hours CE required for each year or partial year past expiration. License expired more than 2 years cannot be renewed.
