Real estate appraiser licensing follows a tiered path. Each level builds on the previous one with additional education and experience.
Scope: May appraise only those properties that the supervisory appraiser is permitted to appraise. Must work under direct supervision at all times.
Degree: No college degree required
Scope: Non-complex 1-4 unit residential properties with transaction value up to $1,000,000. Complex 1-4 unit residential properties up to $250,000. Non-residential properties with transaction value up to $250,000.
Degree: Associate degree or higher from an accredited institution, or equivalent as determined by AQB
Scope: All 1-4 unit residential properties regardless of value or complexity. Non-residential properties with transaction value up to $250,000.
Degree: Bachelor's degree or higher from an accredited institution
Scope: All types of real property regardless of value or complexity, including commercial, industrial, agricultural, and residential properties.
Complete required qualifying education (75-300 hours depending on tier)
Submit application to the New Mexico Real Estate Appraisers Board with required fees
Complete background check
Gain required experience hours under a certified supervisory appraiser
Pass the appropriate national Uniform Licensing & Certification Exam
Receive credential and register on ASC National Registry

Background check required as part of the application process. Per 16.62.11 NMAC §A(7), all applicants for initial issuance or reinstatement must be fingerprinted for state and federal criminal history background check via NM DPS approved website using the Board's ORI number.

15-hour National USPAP Course required for initial licensing. 7-hour USPAP Update Course required every 2 years for renewal.

Trainees gain experience under supervision — no experience required to become a trainee. Maximum 3 trainees per supervising appraiser at one time (16.62.2 NMAC §A(3)). Supervisor must be in good standing for at least 3 years with no disciplinary action affecting eligibility (§A(1)-(2)). Supervisor must accompany trainee on complete interior inspections for the first 25 residential assignments (or first 25 non-residential for Cert General training); after that, trainee may perform inspections independently if competent under USPAP Competency Rule (§C-D). Supervisor must complete approved supervisor/trainee education program every 4 years if continuously supervising (§B(2)). 10-day notification required when trainee no longer working under supervision.
No exam required at this level
Must work under a certified supervisory appraiser. Supervisor must directly supervise trainee on each appraisal assignment. Supervisor must review and sign all trainee reports.

Must hold a certified license (Certified Residential or Certified General) in good standing. Must complete AQB-compliant Supervisory Appraiser/Trainee Appraiser course.

1,000 hours of appraisal experience obtained over a minimum of 6 months. **PAREA accepted by NM**: Per 16.62.3.8 NMAC §I, NM accepts experience obtained from an AQB-approved provider through a Practical Applications of Real Estate Appraisal (PAREA) program for Licensed Residential.

28 hours of CE every 2 years (biennial cycle). Must include 7-hour National USPAP Update Course. Effective January 1, 2026, AQB Valuation Bias and Fair Housing course required (7 hours first completion, 4 hours every 2 years thereafter). Renewal due by April 30 of the renewal year (per 16.62.15 NMAC §15.10 - failure to renew by April 30 triggers Expired Status. NM-specific Real Estate Appraisers Act jurisprudence exam administered by the Board required at every tier (per 16.62.2 NMAC §G, 16.62.3 NMAC §6).
