How the Military CDL Waiver Works
The military CDL waiver — authorized under federal law (49 CFR 383.77) — allows states to waive the CDL skills test (and in some states the knowledge test) for current or recently separated military service members who operated military vehicles equivalent to commercial motor vehicles. The waiver recognizes that military driving experience provides training comparable to civilian CDL preparation.
What Gets Waived
Skills Test Waiver (51 states)
The three-part skills test (pre-trip inspection, basic vehicle control, on-road driving) is waived. This saves the most time and money — the skills test is typically the biggest bottleneck in getting a CDL.
Knowledge Test Waiver (9 states)
The written knowledge test(s) may also be waived. This is less common than the skills test waiver. Even when not waived, the knowledge test is straightforward with study preparation.
What Is NOT Waived
- DOT medical certificate — you must still pass a DOT physical and obtain a Medical Examiner's Certificate
- CLP application fees and CDL license fees still apply
- HazMat endorsement requires a TSA background check ($85.25) and knowledge test regardless of military experience
- Passenger (P) and School Bus (S) endorsement skills tests may not be waived in all states, even with the military skills test waiver
- FMCSA Drug & Alcohol Clearinghouse registration is still required
Typical Eligibility Requirements
While specific requirements vary by state (see the full table below), most states share common eligibility criteria:
Active duty or recently separated
Most states require you to be currently serving or separated within the past 12-24 months. Some states extend this window further.
Military CMV driving experience
Typically 2+ years of operating military vehicles that are comparable to commercial motor vehicles. You'll need to demonstrate this with your military driving record (DD-214, military license, commander's letter, etc.).
Safe driving record
No disqualifying offenses (DUI, reckless driving, etc.) as defined under 49 CFR 383.51. Your military and civilian driving records will both be checked.
State of domicile
You must apply in your state of domicile, just like any other CDL applicant. If you are active duty stationed away from your home state, rules vary — some states allow you to use your duty station state.

How Fast Can Veterans Get a CDL?
With the military skills test waiver, the CDL process is dramatically shortened. Here is a realistic timeline for a veteran with qualifying experience in a state that waives the skills test:
DOT Physical & Medical Certificate
Schedule and complete your DOT physical with an NRCME-listed medical examiner.
Visit DMV for CLP
Bring military documentation, pass the knowledge test (if not waived), and receive your Commercial Learner's Permit.
Hold CLP for 14 days
Federal law requires a minimum 14-day CLP holding period before taking the skills test. With the military waiver, this is still required but the skills test itself is waived.
Apply for CDL with Military Waiver
Submit military documentation (DD-214, military driving record, commander's letter, etc.) and pay CDL fees. Your CDL can typically be issued the same day.
Bottom line: Veterans with the skills test waiver can potentially have their CDL in hand within 2–3 weeks. Without the waiver, expect 4–8 weeks including training.
VA Education Benefits for CDL Training
If you do not qualify for the military skills test waiver (e.g., you did not operate military CMVs), VA education benefits can cover CDL training costs:
GI Bill (Post-9/11)
Can cover CDL school tuition at VA-approved training providers. The school must be listed on the VA's approved program list. Some programs also provide a housing allowance during training.
VET TEC (Veteran Employment Through Technology Education Courses)
Some CDL training programs may qualify under VET TEC. Check with your training provider and VA education office.
Vocational Rehabilitation (VR&E / Chapter 31)
For veterans with a service-connected disability, VR&E can fund CDL training as part of a vocational rehabilitation plan. This includes tuition, fees, and sometimes living expenses during training.
Employer-Sponsored CDL Programs for Veterans
Many major carriers actively recruit veterans and offer company-paid CDL training programs. These programs typically cover:
- Full CDL school tuition (no out-of-pocket cost)
- Government fees (CLP, CDL, skills test)
- Lodging and meals during training
- Guaranteed employment upon completion
In exchange, you typically commit to driving for the company for a specified period (commonly 12–18 months). Veterans are particularly sought after by carriers because military training develops reliability, discipline, and safety awareness.

SDAP: Interstate Driving for 18–20 Year Olds
The FMCSA's Safe Driver Apprenticeship Pilot (SDAP) program allows qualified 18–20 year olds to operate in interstate commerce under specific conditions. While not exclusive to veterans, the program is relevant for young service members separating with military driving experience who want to drive interstate before turning 21.
Without SDAP, interstate CDL operation requires a minimum age of 21. Many states do allow intrastate CDLs at age 18 (51 states in our database), but crossing state lines is restricted.
Veteran CDL Checklist
- Gather military documentation: DD-214, military driving record, military license/permit, commander's letter certifying CMV experience (if applicable)
- Check your state's waiver requirements: Use the table above to see what your state offers and eligibility criteria
- Schedule a DOT physical: Find an NRCME-listed examiner at the FMCSA National Registry
- Study for the knowledge test (if not waived): Free CDL practice tests are available online. You need 80% to pass.
- Visit your state DMV: Bring all documentation, apply for CLP, and ask about the military waiver process
- Wait the 14-day CLP holding period
- Apply for CDL with military waiver (or complete skills test if waiver not available)
- Add endorsements if desired (HazMat, Tanker, etc.)
- Get carrier appointments / start applying for positions
