Illinois offers license by endorsement for out-of-state social workers. Illinois introduced HB2473 in February 2025 to enact the Social Work Licensure Compact, but has not yet fully enacted it. ASWB exam scores are accepted from other states. Endorsement application fee is $200.

The Social Work Licensure Compact allows eligible social workers to practice across member states. States not in the compact may offer license by endorsement for out-of-state applicants with equivalent credentials and experience.

Social work scope of practice includes title protection, telehealth regulations, and mandatory reporting obligations. Clinical social workers (LCSWs) can independently diagnose and treat mental health conditions in most states.
Illinois is notable for eliminating the ASWB exam requirement for LSW licensure since January 1, 2022 -- making it one of the few states where you can obtain a social work license without passing an ASWB exam. Illinois also offers a unique Exam Alternative pathway to LCSW: instead of passing the Clinical exam, candidates can complete 3,000 additional supervised hours (on top of the 3,000 clinical hours), but only if they previously attempted the exam after January 1, 2019. Illinois uses the same LSW title for both BSW and MSW holders. The IDFPR launched the new CORE platform in February 2026 replacing the legacy application system.
