Real estate appraiser licensing follows a tiered path. Each level builds on the previous one with additional education and experience.
Scope: May appraise only those properties that the supervisory appraiser is permitted to appraise. Must work under direct supervision at all times.
Degree: No college degree required
Scope: Non-complex 1-4 unit residential properties with transaction value up to $1,000,000. Complex 1-4 unit residential properties up to $250,000. Non-residential properties with transaction value up to $250,000.
Degree: Associate degree or higher from an accredited institution, or equivalent as determined by AQB
Scope: All 1-4 unit residential properties regardless of value or complexity. Non-residential properties with transaction value up to $250,000.
Degree: Bachelor's degree or higher from an accredited institution
Scope: All types of real property regardless of value or complexity, including commercial, industrial, agricultural, and residential properties.
Complete required qualifying education (75-300 hours depending on tier)
Submit application to the Oregon ACLB with required fees
Complete fingerprinting and background check
Gain required experience hours under a certified supervisory appraiser
Pass the appropriate national Uniform Licensing & Certification Exam
Receive credential and register on ASC National Registry

15-hour National USPAP Course required for initial licensing. 7-hour USPAP Update Course required every 2 years for renewal.

Per OR ACLB official title; ORS Chapter 674 references 'appraiser assistant'. 'Appraiser Trainee' remains a colloquially used alternative.

Trainees gain experience under supervision — no experience required to become a trainee. Trainees may have more than one supervisor in OR. Must be a US citizen or lawfully admitted alien, age 18+. Supervisor must be Certified General or Certified Residential, in good standing, certified for at least 3 years, complete the supervising course, and submit experience log with Supervisor's Form.
No exam required at this level
Must work under a certified supervisory appraiser. Supervisor must directly supervise trainee on each appraisal assignment. Supervisor must review and sign all trainee reports.
Max trainees per supervisor: 3
Must hold a certified license (Certified Residential or Certified General) in good standing. Must complete AQB-compliant Supervisory Appraiser/Trainee Appraiser course.

1,000 hours of appraisal experience obtained over a minimum of 6 months. **PAREA accepted by OR** per OAR 161-010-0020(1)(e): Completion of the AQB-approved PAREA Licensed Residential or Certified Residential module(s) qualifies as acceptable appraisal experience. All experience must have been obtained within the last 10 years. Mass appraisal/county assessment experience limited to no more than 25% of total required experience hours per 161-010-0020(3).

The National Registry fee ($40/year) is paid to the federal Appraisal Subcommittee (ASC) and applies to all appraisers performing federally-related transactions.

Renewal Cycle
2 years (biennial). Failure to renew within 1 year of expiration = termination of license/certificate; applicant must reapply per OAR 161-010-0020 to 161-010-0065. Military deferral available (180 days post-active-duty release per OAR).

28 hours of CE per 2-year cycle (24-month renewal period). Includes 7-hour National USPAP Update Course (mandatory). Effective January 1, 2026, AQB Valuation Bias and Fair Housing Laws and Regulations course required (7 hours first completion, 4 hours every 2 years thereafter); this requirement is INCLUDED in the 28 total hours for a 2-year renewal. Online education has no limitation; CE course completions must be reported to the state. The CE Shop and other approved providers report completions on behalf of licensees. Renewal can be submitted via email to online.application@aclb.oregon.gov.
