Florida licenses plumbing contractors through the DBPR/CILB, not individual plumbers. As of July 2025, transitioning to statewide licensing (phasing out local specialty licenses). Requires credit check — FICO below 660 triggers additional requirements.
Florida does NOT license individual journeyman or master plumbers at the state level — only Plumbing Contractors
Two pathways: Certified (statewide) and Registered (local jurisdiction only)
As of July 1, 2025: Local specialty plumbing licenses being phased out as Florida transitions to statewide licensing
4 years of plumbing experience required (min 2,000 hrs/year), with at least 1 year supervisory/journeyman role
Two exams: General Trade Knowledge (PTI, 110 questions + 5 isometric drawings, open book with designated references) + Business & Financial (Pearson VUE, 120 questions, computer-based)
Open book trade exam: bound PDFs or books, permanently tabbed/highlighted only — no handwritten notes or Post-it tabs
Based on 2017 Florida Building Code — Plumbing, Sixth Edition (Florida-specific, not IPC or UPC)
Financial responsibility: Credit report required; FICO below 660 requires financial responsibility course ($100-$150) — CILB expected to require 660 minimum FICO as hard requirement in 2026
Insurance: General liability minimum $100,000 bodily injury / $25,000 property damage; workers' comp mandatory if employees
CE: 14 hours per 2-year cycle; must include 1 hour workplace safety, 1 hour business practices
Renews every August of every even-numbered year; can renew as 'active' or 'inactive' (inactive skips CE)
Background check/fingerprinting via approved Livescan provider required
Endorsement available for 10+ year out-of-state license holders (may skip trade exam, must pass B&F exam)
CILB has construction reciprocity with LA, NC, MS — but NOT for plumbing specifically
effective July 1, 2025, local governments may only license specialty contractor types that substantially correspond to CILB categories or are statutorily authorized under s. 489.117, F.S.
