You must be a legal resident of District of Columbia (or maintain a place of business there), be at least 18 years old, and be able to read and write English. You cannot have a disqualifying criminal record.
Submit your application to the District of Columbia Office of the Secretary. Application fee: $75.

What Makes District of Columbia Unique
