28 hrs over 2-year biennial cycle; licenses expire June 30 of odd-numbered years. PA requires 2-hr state Appraisers Certification Act course within the 28 hrs (per 49 Pa. Code § 36.41). PA Valuation Bias rule is codified in the Pennsylvania Code — one of the few states with state-level regulatory language adopting the AQB 2026 requirement.
