21 hrs over 2-year license-anniversary cycle. Canonical total_ce_hours updated from 0 to 21 and cycle_anchor updated from null to license_anniversary per Maine Real Estate Commission source during Phase 1c research. ME was a Phase 1c fallback state — legacy data had incomplete CE values. Associate Brokers, Brokers, and Designated Brokers all require 21 hrs including rotating 3-hr Core. Designated Brokers have a different Core Course (supervisory focus).
